The arbitrator - Richard Bloch - is a New Jersey native and finished high school in NJ. I don't think that the arbitrator will be biased but we could get an idea that Bloch will lean toward NJ because he was born here, and because no one could do anything about it! No one is allowed to go against his decisions.
